Format hdd from Windows installer

Hi, Does anyone know of a program or something that can format my hard drive without booting in to windows. When I tried to install Windows on my new ssd I got a notification saying I'm missing a partition so I can not format the old hdd using Windows installer and windows also will not install on my ssd it just sits on the preparing to install page for hours. I'm kind of a noob so help would be appreciated, thanks!
 
So there must be something wrong with the SSD, if it just sits on the preparing to install page for hours. Check the cables, try another sata port, start the Windows installer again, click on <advanced disk options> where it asks for the drive, delete the created partitions on the SSD, if there are any and try to install to it again. The installer needs an raw empty drive without any partitions on it.
