I recently built a new pc, more specifically a hackintosh. Worked just fine so I decided to upgrade Mac OS Mojave to the new Mac OS Catalina. While doing that I guess I messed up some settings and now it won't boot. I am running Samsung 970 Pro m.2 in it currently. Is it possible to buy an m.2 enclosure and hook it up to a different computer to completely wipe it and start fresh?

Yes, you will have to get an enclosure that has support for that M.2 NVMe.

This one for example supports NVMe M.2 ssd's

You should also check to see if samsung has dedicated software for that drive, usually you should be able to perform a "sanitize drive" feature that completely wipes the data on the drive. Depending on the motherboard you should also be able to do that in BIOS as well. If not you can always jsut format using windows partition disk management.
