My phone says my memory is low. I have a 32 GB sd card in, but just to play music from it. If I format it to save apps and what not to free up memory on the phone, I will lose all the files on sd, right? Does this mean its nest to get a new sd card for every new phone you get? If you don't want to lose pics and other files that you had saved to the card on another phone. ...??

It's most likely referring to the phone's internal memory (strictly speaking it's storage space). Nothing you can do when that gets low, except uninstall any apps you can manage without, and move any photos to external storage.

Edit: also delete cached data at regular intervals for the apps you use most often as that can get quite high over time (especially the web browser) - - - you'll be surprised how much space that frees up if you've never bothered to purge it.

If it's an Android phone, go to Settings >> Storage >> Apps.
Each app should have a "Remove cached data" button which you can tap.
Every android phone stores some data on memory card. It could be anything from security files to app data/settings. If you want to clear it up, I ll suggest to connect it to a PC and take backup of your pics and files and then format it. But, there's a trick. If you format your SD card and SD card was selected as default storage, then you may end up losing apps present on SD card and their settings/data too. If you are inserting your old SD card in your new phone, take backup and format it through your phone and then copy your data.
