Formatted dvd lost contents can it be recovered?

if a dvd that was written is formatted what happens to the contents of the dvd and can it be recovered?

Well, I'm surprised that a dvd that has already been used, could be re-formatted? If that is indeed possible, I'd guess that it destroyed all the data on the disk and that it's un-recoverable. Good luck.
