The 30-odd MB hidden (FAT) partition contains Dell diagnostics. You don't
really need the partition, since the same diagnostics are on the Dell Tools
CD. But why get rid of it? 30 MB won't get in the way of anything.
The 8 MB is used by Windows Setup when you install Windows from the CD. It's
not present in the factory download.
