Fortnite lagging on this build?

something seems to be up...
Fortnite is getting 50ish frames on LOW. Every other setting I try makes it drop about 10 frames each time it goes up.

My build is:
GTX 1060 6GB GPU
i5 4690k (OC to 4.0ghz) CPU
Corsair Vengence RAM 16GB (8GBx2)
Asus Z87-Expert Motherboard
I can't think of the cooler off the top of my head, but I know it's not the stock cooler. I'll post it here when I find the box. :na:

So... can someone explain or help me fix this?

Well according to the BUild u mentioned the game should be running fine even at higher settings !! BUt i would like to know the resolution ur gaming at !!
MOnitor along with its specs ( like refresh rate , resolution ) ANd if u r gaming at 1080p TRy to use nvidia geforce experince to see whats the optimsed settings it suggests and run it at those !!

So then u launched the game at those settings and see any result ! if u didnt this time try to monitor ur cpu and gpu usage while u r gaming not on the menu but when ur in the battlefield ! and see if its 100 percent or somewhat near that plus also ur cpu usage as well ! U can use Msi afterburner to moniter that ..

I ran the game using MSI afterburner. Here's about what I got when using epic settings:
GPU Usage: 40-50%
CPU1 Usage: 95-100%
CPU2 Usage: 95-100%
CPU3 Usage: 95-100%
CPU4 Usage: 95-100%
FPS: 20-40

And when I used low settings:
GPU Usage: 20-35%
CPU1 Usage: 95-100%
CPU2 Usage: 95-100%
CPU3 Usage: 95-100%
CPU4 Usage: 95-100%
FPS: 30-40

I think the CPU is the issue. Should I overclock it more? Or is there something else going on? I definitely have a lot of other programs running, but I don't want to have to shut down everything on my computer every time I play. (Also, when playing, my temperatures for everything never broke 60°C).

Seems like ur CPU is bottlenecking ur GPU ( which should not have happened ) but it's still happening so try to run the benchmark with vsync off and msaa x8 with Nvidia Tsaa on .. this will make ur GPU usage more and see if there are any changes in the results .. To be frank The GPU should be running between 85-100 percent while gaming to ensure maximum performance ! If the above didn't work out try to overclock ur CPU and make sure u do that only if u have a good CPU cooler not the stock one !
60 degrees for the GPU at 50 percent usage seems a little high so I would recommend to customize the fan curve and when u do that make sure to check update every sec just under there to apply it ! And also save the profile !
