Question fortnite low fps and low gpu usage

i have a rtx 2080 super a ryzen 7 3800x 32gb of 3600mhz ram and a m.2 ssd and latest drivers.im on epic settings and only have 90 fps on average i used to get 200+ on average before i wiped my pc and the usage was 98%. is there a way to fix this? also im in 1080p

You are the 3rd poster I've seen within the last 2 days that seems to be having some kind of issue with the game, so I doubt the problem lies on your end.
Perhaps check the Epic Games/Fortnite forums?
