Forza Horizon 3 avoiding cpu bottleneck

How can i avoid cpu bottleneck (i mean which settings i can go up to ultra & which setting should set normal) with below configuration:

Cpu-core i3 540
Gpu-Rx 470 4gb
Ram-8gb

I don't think you can go to ultra with that CPU of yours if you want 60+ fps. Set them all to normal or try configuring your settings and see for yourself.
