Forza Horizon 3 - Low FPS on GTX 1070, i5 4590...

Hey everyone, Just wondering if my fps are normal for forza horizon 3. maxed out with 4x msaa i get 45 fps.. If i turn MSAA off i get around the same fps.. Anyone know what could be wrong with my setup?
