Forza Horizon 3 running poorly

I ran Horizon three with no issues with an i5 4440, R9 290 and 16gb ddr3 ram. I upgraded to an i5 8400, R9 390, and 8gb ddr4 ram and now even on the lowest setting at 1080p I go from 110 fps not moving to random drops every 3-4 seconds from 110 to 5 fps Iv tried every trick on youtube and on forums but nothing is making it run smooth again. Any ideas that might work with my hardware setup?

Was this a clean windows install?

No. But I did find a trick that actually work. I noticed that the lower I made the setting the more it would stutter and I read somewhere that if it run bad on low put it on high and vise versa to see if the cpu was struggling or the gpu so I pushed it past what was recommended and it run great now. Guess it tries to run of cpu more at low settings and jumps to the the more powerful gpu at higher settings.

If you ever do run into more performance issues, it's likely because of the hardware change and no clean install.

Another thing that comes to my mind is that while the min. requirements for that game is 8 GB, the recommended requirements are 12 GB and as you went from a 16 GB system to a 8 GB system, that could very well be the reason.
