Forza Horizon 3 Stuttered worse than Forza Motorsport 7

I played Forza Horizon 3 with core i3 7th generation, geforce 920mx 2gb, and ram 8 gb, and get very low fps in very low setting (8-10 fps in city and 14-18 fps in forest, desert, etc.) BUT I played Forza Motorsport 7 that has a higher minimum requirements than Horizon 3 with the same PC spec and got 30 fps that rarely drop (at very low setting)! could you give me some suggestions what setting I must applied in Horizon 3 so I can increase my fps at least higher than 25 fps?

Make sure from the nvidia settings that the game uses the nvidia card,seems to me that horizon defaults to intel graphics.

Yes, all of my games use nvidia card as a GPU including Forza Horizon 3 and Motorsport 7. I checked at NVIDIA Display Control Panel that Horizon 3 and Motorsport 7 were set to be played with nvidia card with high performance setting (rather than high quality). In Motorsport 7, I can play with medium setting and reach 25-40 fps. But in Horizon 3, i dont get more than 20 fps at very low setting. I just dont understand why the higher minimum requirements game run smoother than the lower one..
