Would these binds be considered cheating, in regular UT2004? I think
UTSecure or one of the other anti-cheat mutators will get unhappy over
extreme FOV changes, but there's still leeway for 80-100.

Shift=Duck | Fov 80 | OnRelease Fov 90
E=MoveForward | Fov 100 | OnRelease Fov 90
D=MoveBackward | Fov 100 | OnRelease Fov 90

What do those do?

I don't think so. A server admin can allow/deny FOV changes. If you
have some trick by changing your FOV while the admin disallowed it,
that would be cheating.

Fov = Field of view
it changes the angle of your view , take extreme angles and you think
you are drunk.

yes, the idea is that while you are ducking, your field of view will
shrink and zoom in; and widen while you move forward and backward, to
give a better idea of your surroundings. The former is very useful, but
the latter gets annoying after a while.

I have the FOV set to the maximum the slider will allow in the settings
(don't know what that is, sorry). It looked strange for a while but it
looks totally normal now, and I can see more. Framerates not a problem,
either.
