I have an issue with my mouse too sometimes, it's a microsoft sidewinder xsomething, had it for years but there is a piece of dust that has been stuck near the laser for just about forever, gives me issues like this every now and again and i have to clean it every now and then, maybe that could be your issue

What brand and model of mouse is it? Is it old or new?

Its steelseries rival 110 i bought it like 2-3 years ago

I also had this problem when I bought it

Do you have another mouse to test with? I guess it is one of two options but somebody more knowledgeable may have a better answer.

Either the mouse is faulty, as it was there when you bought it, testing with another mouse will help test this or it is severe input lag, what are your cpu and gpu usages while gaming?

I'm not 100% sure about this part but it might be the case where your cpu cannot keep up with the game but your gpu can, this makes everything slow and sluggish but you will still have that high frame rate because your gpu is practically throwing instructions at your cpu, i think this is probably the case for a few reasons

My previous pc, amd fx 4170, quad core processor, could barely run the rx 570 4gb card i have, which is equivalent to your 1050ti, games looked awful and were slow and sluggish, even with a decent framerate, playing them was a bad experience, you have a dual core processor, so this will definitely be an issue for you

Here are some resources that will help explain but again, i could be wrong
