FPS and downloading

Me the stupid one with yet another question -_-
Can frames per second and general performance be affected in games if i am downloading a game on steam at the same time ???

single player no mulitplayer you will end up with a higher ping making it more difficult to play

Your FPS won't be affected (or is it effected?) at all if you are downloading something while gaming, but online multiplayer ping will make gaming while downloading near impossible. I'll get ping in the 500-700 range if I try to download something and game at the same time.
