FPS and GPU usage issue

So I just finished my new gaming rig, and whenever I play games they stay locked to 60 fps( with the exception of minecraft), but my GPU is only using 25% to 50% of it's full capacity.(rarely goes as high as 50%) I have already disabled V-Sync in the NVIDIA control panel. I have been told that the 8350 can bottelneck high end cards but I don't thing that's the case. PLEASE HELP!!!!!
Specs: MSI GTX 970 Gaming 4G, fx 8350, MSI 970 Gaming motherboard, 8 gigs of ram, and a 500 watt power supply.

If your FPS is locked at 60, that means v-sync or a FPS cap of sorts is on. You may have v-sync on within the game settings.

If that is the case, if your usage is low, that simply means you have way more GPU power than the game can use up to 60 FPS.

What game are you playing? Some games, like Skyrim, have V-sync locked on and give no settings to turn it off. Only an .ini file edit can get rid of it.

If you are locked at 60 FPS, you have V-sync on, or a FPS limiter on. There is no other explanation. If it is bouncing around 60 FPS, then you are likely CPU bottlenecked, but not if it is a solid 60 FPS.

I think the most I have seen is 63. Sometimes it goes down to 58. All of the games that I tested have a V-sync option, so I am not sure if it is the CPU or v sync.

If you are turning V-sync on, and are being limited with low GPU usage, turn off V-sync. If you are getting low GPU usage, without V-sync or a FPS limiter, then your CPU is bottlenecking you.
