FPS and GPU usage issue

So I just finished my new gaming rig, and whenever I play games they stay locked to 60 fps( with the exception of minecraft), but my GPU is only using 25% to 50% of it's full capacity.(rarely goes as high as 50%) I have already disabled V-Sync in the NVIDIA control panel. I have been told that the 8350 can bottelneck high end cards but I don't thing that's the case. PLEASE HELP!!!!!
Specs: MSI GTX 970 Gaming 4G, fx 8350, MSI 970 Gaming motherboard, 8 gigs of ram, and a 500 watt power supply.
 
Solution
If you are turning V-sync on, and are being limited with low GPU usage, turn off V-sync. If you are getting low GPU usage, without V-sync or a FPS limiter, then your CPU is bottlenecking you.


What game are you playing? Some games, like Skyrim, have V-sync locked on and give no settings to turn it off. Only an .ini file edit can get rid of it.

If you are locked at 60 FPS, you have V-sync on, or a FPS limiter on. There is no other explanation. If it is bouncing around 60 FPS, then you are likely CPU bottlenecked, but not if it is a solid 60 FPS.
