Fps and Monitor Hz go to 50 after sleep mode?

Hi,

So normally, my pc runs at 60 fps and has a 60hz monitor. If I put the system to sleep, then wake it up, all my games start running at 50 fps and feels like its 50hz. Even though the Nvidia Control Panel says 60Hz and System settings says 60Hz, everything is locked at 50.

When I restart the computer, It all returns to normal. Is there an issue with how my computer goes to sleep? I'd appreciate any help.

Solution
Most likely have programs running in background and thus need to be rebooted. (web browser memory leak, windows update, antivirus scanning ect.)
I personally disable sleep / hibernation because you run into trouble on the longrun.
