FPS and power draw drops in games

I've come to notice in a lot of games I have random fps drops for a few seconds at completely random times in games. I have a 780ti, an I7 4770k, thermaltake SP-850M PSU, GA-Z87X-HD3 MOBO and some other stuff that's not important. Anyway, if I check precision x it tells me that the power use is dropping from 90-100% to 70-60%. This is happening in almost every game I have, bios Is showing normal voltage on all the lines, idk what else to do. Also, I HAVE TRIED MANY DRIVERS

Tried a different PCIE power cable and no luck. Could this be a PSU issue?
