So when im playing dota2 my gpu would give me around 120-140 fps with temps upto 80 degrees but after sometime fps would suddenly go down to 30-40 fps and temps would go down to 60 degrees and remain constant at that temp. GPU usage stays at 100% the entire time during gaming. The game hangs for 2-3 seconds before the fps drop happens. Monitored this using MSI Afterburner

CPU - intel i7 4770k
GPU- AMD HD7850
OS- Windows 10 Pro 64 Bit

thermal throttle not turning itself off. gpu will remain 100% because youre still playing games (making it work).
game hang is caused by the stepping down (thermal throttle).
check bios upto date and throttle settings, gpu driver upto date.

Why would you buy a liquid cooler for an outdated graphics card?
You'd be best spending your money on a better graphics card.

Your data is hard to analyze as your GPU stays at 100% but also drops to 60degC? I suppose if there was a CPU bottleneck the GPU could throttle down in frequency while also staying 100% usage though I would have thought it would drop below 100% usage so not quite sure what's going on.

In general you have a much weaker GPU vs CPU (and can't do better for CPU anyway) so I'd suggest at least a GTX1050Ti as a graphics card upgrade.

GTX1080Ti was used, but since a stock i7-7700K can drive that at 164FPS average and 1% lows at 86FPS (in 2560x1440) I highly doubt the CPU is a bottleneck in your system unless there's some very recent update to the game.

Thus a better GRAPHICS CARD makes the most sense (especially for other games).

UPDATE: there are reports like THIS link about the game suddenly having issues. Is it server-side? Can it be a CPU bottleneck despite being an i7-7700K?

Hangs for 2-3 seconds?
That sound like memory swapping though I thought 2GB VRAM was plenty, or some game CODE issue causing a freeze. Weird.

*Can you test offline with a crapload of bots? (I don't play the game) to see if it's a multi-player only issue?
