Question fps at 40 below

i have i7 8700 non k and rtx 2060 6gb vram and 16 gb ram, i have kep almost everything at high performance and tried vsync off but i can get past 45 fps
my monitor is 60hz and temp reaches around 27 max and gpu utilazation is around 80
does anyone has any idea why this might be

Sounds odd. If it's running at 80% it should be getting way hotter than 27c. That's lower than most idle temps. So it's either really cool in your room or IDK. You've not given enough information for anyone to solve this thread but it's not making any sense to me what you've said thus far.
