FPS capped at 60 in all games without limiter

After launching Geforce Experience and gamestreaming all of my games are now locked at 60 fps. VSync isn't on in the nvidia control panel or in game. Is there some setting I don't know about in Geforce Experience?

All monitors support V-Sync. V-Sync is a GPU feature, not a monitor feature. And some games may not have V-Sync in its options menu, but you can turn V-Sync on in global settings and it will work with every game.

the issue is that not all games or monitors support vsync. this means that if you cant find it, its probs because the game does not support it
 


The game in question is overwatch (though I have tested several others). It ran well above 60 fps prior to opening GeForce Now and gamestreaming
