You can't, since that's only available for Vista, XP, and Win 7, sadly. 🙁

Fraps does work with Windows 8.1.
I am currently using it with Windows 8.1 Pro so it should work with 8.1.

Edit: OP posted this thread in October last year, should have a Mod close it maybe?
