fps dips caused by what?

When use my pc, after about an hour of gaming my framerate will dip for about ten seconds then return to normal. This happens about every 30 seconds. I am either thinking is my cpu cooler, which is the stock fx-8350 cooler, or the psu isn't powerful enough.
I have a 680 watt psu
660ti oc edition
8gb ram
Fx-8350
1tb hdd

Its mostlikey a backgroupd software issue since. a 8350 is morethan enough to run a 660ti even on stock

I dont know what u installed xD.
Try terminating all suspicious processes when u run ur games and see

Checked processes and nothing too intensive, all resources below 50% in game and the dips are still happening, pc seems to get louder when the dips happen, could just be my imagination.
