FPS Drop after cleaning dust [Paint Brush] from GPU

I decided it's time to clean my GPU since I saw that there was dust build up so I removed it, brushed the dust off the fans and whole thing with a clean Paint brush then when I put it back on it gave me an error "It was stuck on American Trending" I tried unplugging and replugging everything but to no avail so I just boot up BIOS and default exit it and it worked and booted fine there and then.

But the next problem is my frame rate is not it was previously been. I could play a game I've been playing 60 fps without dipping but now when i try to play it, it is dipping to 30 fps. And Metal Gear Solid V: Ground Zeroes which I could play 40 fps now won't go up to 22 fps. I need help.. It seems cleaning it did more harm than good...

Did you take the Motherboard out? That can cause such problem.
Recheck the Power connectors to the motherboard and GPU. If it's a multi rail PSU, Check whether you have distributed the power among all rails. You could remove the GPU, using isopropyl alcohol you can clean the copper threads and reseat to see whether it solves the problem.

No. I did not take off my motherboard. The only thing I took out of my CPU was the GPU. I didn't dismantle it when I took it out I just brushed off the dust in the fans and the whole card. Then when I plugged it back in the fps drops permanently happened.
 
Ok. Try removing the GPU again that wipe the copper threads of the GPU with isopropyl Alcohol and seat it back. Also check the PSU connector that goes to your GPU whether plugged and also that if it's a multirail PSU the power is equally distributed among the rails.
 
I tried but nothing happened. I then proceeded to play Fallout 3 which is I am confident could run this all on max it was fine for one minute then it dropped and dropped to 20 fps. What the hell......


I'll try rolling back my driver which Updated last night the driver with "Metal Gear solid 5: Phantom pain" one.
 
Okay so after loads of crying internally and despair I tried for the heck of it to dismantle everything and put everything back. then I noticed that my 2 ram sticks were weird to me. they were bulkier and more facing forward than usual so I pressed hard and lo and behold it clicked and locked into place.

I was too sad at that point and wasn't expecting anything to change but to my surprise it booted up and ran all my games 60 fps. It is finally fixed. I probably didn't notice my 2 ram sticks were not properly inserted when I dismantled everything prior to the problem.
