Question FPS drop for 4 seconds when in gaming (video)

I have a problem with fps for quite some time now, and I ask for your help so I can solve it. In the video, as you can see, the fps suddenly drop for a few seconds and then return.
This happens very often, every minute or less. Since this problem started, I have upgraded my graphics card and ram, before I had nvidia 760ti now AMD. Watch the video and you will understand, from the 24th second.

update the BIOS of the motherboard

check the temperature of the CPU

to have a look what the problem could be:

run ddu uninstaller to remove the nvidia drivers completely
