FPS drop in all games (gpu usage sudden drop )

hello everybody !!
i have
ASUS R9 290 Direct cu II oc
core i5 3570k
8 gigs of corsair
asrock z77 extreme 4
850 watt xfx PRO850
seagate firecuda SSHD
as mentioned i get a painful fps drop in all games that i play now ( with gpu usage drops to 50s 40s and sometime 0 )
i play at 1080p
bf4 when playing >> suddenly getting 30 fps or 40 when shooting although i play at 100+
also in far cry primal , batman arkaham knight , resident evil 7 , dying light , all games .. 🙁
i thought the problem was from my old 320 HDD , so i bought a new SSHD ,, new windows 10
new drivers ,, nothing changed , scanned with malwarebytes ... no cores parked
.. my temps are nothing to be worried about
no overclocking ..
iam extremely desperate ,,, my pc can do better
i dont know if it can help , but i updated the bios on my r9 long ago

Are you sure your GPU isn't throttling?

If you are playing without any problems in the first 30 min and after that the fps drop then it is your Hard Drive.
You should defrag your hard drive.

Please confirm is this a PC that used to play these games fine but then developed this issue so you replaced the HDD but it made no difference? Have you checked the CPU temp?

yes
even when overclocked
temps were 60s
now in 50s

i used to play just bf4 ..
and i confirm that never dropped to 30 while shooting
my cpu has never gone 100%
its always 60 % and below
and temps are fine
