FPS drop in games every 7-8 seconds

Recently my pc has been playing up, crashes, freezing, and when I play games I get a weird problem when randomly my fps will drop from normal 150+ to 60. I have read other threads and I have tried almost everything.

Reset PC
re installed drivers
changes bios settings
re installed heat sink
opened up my case

When I get the fps drop i looked on my CPUID and the temp was at 50 when it normally sits around 65 at the high fps. this makes me think that it is not overheating but it could be something worse.

Check GPU temperature. If the GPU throttles back due to overheat, your CPU temperature will drop.

What motherboard and CPU cooler? Your description matches what happens when a 4+1 phase VRM motherboard throttles the CPU to protect itself because it gets too hot.

i had bad fps drops a while a go and found it was to do with my nvidia driver. one month it was fine then the next month it wasn't. try and remember when it was working fine and install an older nvidia driver from then and see if it works

Also check task manager to make sure your CPU speed is not spiking at Idle, it should be 0-3%
as you may have a memory leak coming from a service like svhost.exe
