FPS drop NEW graphic card

Hi, I have updated my graphic card lately from a:

I also have sufficient cooling.

For some reason my FPS only goes as high as 40 and dips to 2/5.
without all reflection, shade, shadows = 32-44 (56 rarely)

I would like to know why is my FPS so inconsistent being very low especially when i turn the camera. Is there a way to fix this

Firstly, check your drivers, there can be issues when changing cards. It's an obvious thing to say but it's worth mentioning.

Also, more details of what game(s) you are playing and at what specific settings might be useful. While 40fps seems a bit low for that card, if you are trying to play something very demanding with all the settings turned up then it's actually pretty reasonable.

It's perhaps worth investigating your GPU usage too. If you aren't heavily taxing your GPU then something else is going on.
 
I play GW2 and Skyrim mainly, I bought the card to MOD Skyrim. I mod a LOT and obsessively, made oblivion to a 90gig game. All made up of mods ....

However the problem I'm having is when Im playing GW2 and the fps Dips are from playing that. It should run gw2 flawlessly, If i can't run gw2 flawlessly on all high settings. I don't think I have much of a chance with a heavy modded Skyrim.

I have updated drivers, disabled integrated graphics, plugged directly to graphic cards, with V-syncs off.
