FPS drop on battlegrounds

Hello, I've recently bought a new 1060 in the hope it would boost my FPS on battlegrounds. I had a 670 before so I thought this would suffice. Problem is my frames have barely improved and they are dropping to around 20 - 30 quite often. Is something bottle necking my computer? baring in mind that I'm running this game on the lowest graphic settings possible aswell. Thanks for your help

But I see other people playing on streams and their maintaining a solid 100 - 150 fps on full settings. It must be something. The game also doesn't load up buildings straight away and the game freezes when I'm shot at.
