FPS drop/ stutter GPU going from 0 to 100% repeteadly

Hello, i have a fps drop/stutter problem where the gpu goes from 0 to 100% usage repeatedly, happens only with the new MB,CPU,RAM, temps are fine, it happens everywhere (desktop, ALL games), it cant be the gpu since the same thing was happening with my old gpu but same mb,cpu,ram. I did no OC and my MB has only 2 slots


specs: gpu: msi armor RX 580 8GB Motherboard: Biostar B350ET2
CPU:ryzen 5 1600
RAM: 8GB 2400mhz
HDD: Seagate barracuda 1TB

My work collegue installed windows (custom build) so i dont know if every driver is there but i got the latest gpu drivers and im sure i didnt screw up, anyway like i said above, it cant be the gpu since it did this with my old gpu too
 

When it happening in the desktop is there any application come up with abnormal usage CPU/GPU.
I believe you can monitor them using Task manager or something.

 
No i havent, im keeping that as the last resort because i didnt find a legit way to keep my data, i havent tried memtest or mdsched because i heard they can get stuck so i dont want to risk it, could it be the motherboard? It was very cheap and i saw someone else having the same problem with the same motherboard
 


Can't exactly tell it without swamping several things in and out... need to see how things ruining with another PSU before making that point.

 
I do have another psu, but its a 450W eurocase so yeah, id rather not try that, anyway i doubt im testing the PSUs limits because the current compents have exactly the same TDP as the old ones which didnt do this
 

But can't judge things with rated TDP there are only work at base clocks .... anyway if you're going to check it with another PSU make sure it's above 500W or may be more.
