Question Fps drop

Hello I was wondering if anyone has encountered this issue recently. My PC did a windows update and after it restarted I now get random system type lag. Not just when I am in games, but when im just watching a youtube video. Everything will stutter and then return to normal. I have been monitoring my CPU temp and GPU temp, but notice those are fine. I checked for driver updates on everything i could think of.

Is there an issue with recent windows updates causing this kind of issue? or do i have hardware issue. Thanks
