Question fps drop

Hi everyone , ive been experiencing some fps drops in my AA title games such as gta v and warzone , it would be running smooth for about 2min and then drop down to 7 -1 fps randomly , it drops so bad that it cause the game to momentarily freeze ,ive tried defragmenting my hdd but it didnt help , did a full sfc /scannow and everything is fine .
at first i thought my pc wasnt powerful enough so i pushed all my setting to the lowest it could possibly go and it still would do the exact same thing.
please if anyone can help id really appreciate it.

ive tried with another psu 500xt raidmax and a other gpu gt 520 and even on those low settings had the same issue

What's the usage of cpu, gpu and ram ingame?

No ssd???

cpu usage would drop randomly when stuttering occurs usually drops to about 40 percent and then rises all over again , gpu and ram usually hit about 80 percent usage , sometimes 90 in gta v v sync is on so i only get 60fps
i am using 2tb hdd wd no ssd sadly.
