FPS dropping or "lag" spikes

CPU+CPU Cooler: Intel Core i7 2600 - 3.40GHz Quad Core, stock cooler.
Motherboard: Intel BearUp Lake Motherboard. not sure how i can find the exact model?
Ram: 8GB DDR3 1333MHz RAM. added another 8 gig about a year ago.
SSD/HDD: OCZ Vortex 128 gig, Seagate 1TB 3.5" HDD 7200RPM SATA3 6GB
GPU: Geforce GTX 970 MSI Gaming 4GB
PSU:Gigabyte SUPERB 620W Power Supply
Chassis:Midi Tower Case, don't know much else about it.
OS: windows 10 pro
screen: dual, main is dell 2417dg 144 hz g sync

Story:

I think this only started a few days ago, not sure exactly when. I'm, on the latest drivers on everything as far as i know. I'm quite keen to upgrade my pc (although preferably not GPU yet, thinking of motherboad and cpu)

I get random huge lag spikes / freezes/ stuttering in game and even in windows when I have a few browsers open. I have it in multiple games, even those that i should easily be able to run (CS GO, overwatch).

it definitely seems worse if i have something open (a stream or something) on the other screen, but it happens even without that.

I've tried tweaking numerous settings but i don't think there's an issue with any, everythign is on max, GPU, etc.

I can only think of reinstalling / getting a new HD.

Worth mentioning that I have SHOW FPS on and it does't seem to show a drop in the FPS.

Last but not least, I moved overwatch to my SSD and ran it from there, same issue.

I think i may have found the culprit :( . according to speedfan, my cpu is running on 96 degrees while im basically idling in windows.

i replaced the thermal paste less than a year ago. If i want to get a new cpu, i need a new motherboad too though don't it? And will my ram then still work on it or also not?

Im not sure if this will help but this is how i fixed my problem, i switched wallpaper to one of windows standard and turnd off the auto change
I have a asus stix gtx 970 4gb, amd 5 2600x on a asus strix b450 f gaming motherbord on windows 10 my problem occurred when i upgradede my moterbord and cpu , hope this helps
