Question Fps drops and some freezes on Gtx 950

My setup :

Cpu: i3 4160
gpu: asus gtx 950
ram: 2x4gb 1600mhz
HDD 5400 rpm + ADATA SSD 240gb ( games And windows installed on ssd )
Psu :cooler master 400w elite v3
windows 10 x64 pro
drivers all updated

so i have like fps drops below 30 pretty much on all modern games ( assassin creed unity, gta v , witcher 3 ... ) and tried diffrent settings in-game same problem
Cpu temps on maximum usage 99% => 66C and max gpu temps ==> 71C

Pls help me

i tried diffrent settings in games fps goes higher but still fps drop sometimes , resolution 900p
