FPS Drops and Stuttering

I am getting FPS drops in games like Just Cause 3, AC Origins, NFS Payback.
Even on lowest settings the problem is still the same, it is almoust unplayable.
But for example Far Cry 5 runs on 60 fps on high without any problem.

I have only 8gb ram. Can upgrading to 16gb fix the problem?
I have old HDD. Is it possible that it causes hard drive? Should I buy SSD?

Specs:
Ryzen 5 2600
MSI GeForce GTX 1060 6gb
RAM 2x4 gb DDR4

You need to run 'Task Manager' while the games are playing and check to see what's consuming CPU/GPU/MEM/HDD. It would also be a good idea to use a temperature monitoring utility such as CPUID's "HWMonitor" to see how hot everything is getting while you're gaming: https://www.cpuid.com/softwares/hwmonitor.html

Sounds like something is overheating or something stupid like anti virus is scanning and ruining the hard disk speed.

Monitor the temperatures with Afterburner
