Fps Drops and Stutters on Rust

I need help and bad. I have the graphics on fairly low and im still getting severe fps drops and stutters. I cant take it anymore, I need help to figure out what is making it lag.

My specs are:
Gtx 970
Fx 6300
8gb Ram
Asus M5A97 R 2.0
Seagate 1TB HDD

When I play the game I feel like it is my Ram, my ram usage is at 100%. But others say my Cpu is bottlenecking my gtx 970. My friend who has a better cpu but a lower grade gpu, runs the game at 80-90 fps. I can barely hit 50 and then it keeps dropping all the time down to 40 and back to 50. The fps drops really mess up my gameplay and get me killed. I would like to get this resolved, thanks!

EDIT: I have a 2K monitor so that could be a problem, but on my 1600x900 monitor I get the same stutters and fps drops.

It probably is the CPU.
Rust is a kind of CPU heavy game with have to track all the buildings and whatnot.
You'd have to switch to intel to get a better CPU though.

Only get a z87 if you get an i5-4670k/4690k.

But yeah that'd be the same effect.
