Question FPS drops and stutters with a 3070 Ti ?

Hello, about a month ago I upgraded and bought a new PC.
These are the specs:

• INTEL CORE i7 13700F 2.1GHz 30MB cache CPU 13700F
• ANTEC SYMPHONY 240 ARGB Liquid CPU Cooler
• Gigabyte B660M DS3H AX DDR4 rev1.3 WIFI6 2.5GB LAN 12 Motherboard
• Kingston FURY Beast 16GB DDR4 3200 Memory (x2)
• Kingston NV2 1TB NVME GEN 4.0 4X4 M.2 2280 Internal SSD V2S/1000G
• ANTEC DP503 Up To E-ATX MB Type-C 3.2 ARGB+Controller Case DP503
• FSP HYPER K 700W 80 Power Supply ERK700W
• ZOTAC RTX NVIDIA 3070 TI Graphics Card AMGPU
• Gigabyte G27QC A Curved 1ms QHD Speakers HDMIX2 DP Monitor

While playing Warzone or The Finals I'm having stuttering such like game is on 140 fps for example and its often goes down to 20-30 (freeze for a moment) and then back to the original fps, It's quite often I have no idea why, my power plan is on performance, 3d nvidia on performance aswell, all the drives is up-to-date including the BIOS, I don't know what else to do.
Every help would be appreciated.
