FPS drops, any suggestions?

Alright so, i recently upgraded my pc with new processor and after that, there have been fps drops. The avg performance have improved with +10 fps, but now i get like 5 second fps drops once a while. I'am not quite sure which causes this and would be nice to have some help :)

and also, in most games my gpu usage is only around 60% and i still cant keep up the 60 fps..could this be just bad optimization from games or is it that i lack performance? i got the drivers updated etc. and tried vsync off and on

My specs:
Motherboard: Asus M5A78L-M usb3
Processor: FX-8350 (old one was fx-6100)
Graphic Card: Asus AMD R9 280x
Storage: 1tera HDD, 128gb SSD
ram: 8gb(2x4gb) kingstone 1333mhz
psu: coolermaster gx bronze 550w

 
Solution
The more you play BF4, the more you progress through increasingly graphically demanding scenes - more action - and the higher the graphics load and so the lower your fps. Happens to every one.

FPS drops are fairly common. Which games are you having the problem with? Your CPU shouldn't be a bottleneck...

If the GPU usage is only at 60% and temperature 50 or less then the game is definitely not utilizing all of the GPU power, so either it's not a very demanding game or something is wrong...
