FPS drops as well as speed drops from 4.2hz to 1.8hz

I recently built a new pc for myself, for gaming/rendering, and after about a week i started noticing drops in frames every 5 minutes or so, from 75fps to about 20-30fps(only for a matter of seconds) and i checked the CAM software that I use for my NZXT kraken 62x and the CUPhz swaps from 4.2hz to 1.8hz every other second.

If anyone could help this would be amazing my CPU is i7 7700k and my cooler is a NZKT Kraken 62x aio

1) did you fresh install windows with this build?

2) what are your CPU and GPU temps when this happens?

3) rest of system specs?

How do your temps look? Dropping to 1.8GHz would usually be indicative of thermal throttling.

Temp is usually 50 degrees sometimes 60 it is a fresh windows 10 home installation, I have been looking into it it could be the EIST but I'm not sure 100% sure that's the case.
The rest of the specs are as follows

RAM g.skill trident
PSU 1100w platinum EVGA nova
MoBo Asus maximise code ix
500gb Samsung pro SSD
2TB western black HDD
