Question FPS Drops & Buzz sound.

Hi,
I have been having this issue for past two weeks. This issue randomly appeared & after I changed Power Plan from Ultimate Performance to Balanced it was gone for few days but it showed up again with more severity.

FPS drops in some scenarios like in same games, alt tabbing while Youtube Video is playing in chrome & it even happens when I try to play Youtube video in 1080p. Please Note that sound is not Mechanical. I get severe lag along with that sound.

(Note that they are not usually that severe as shown in the video it increased when I started recording.)

I have checked My GPU & CPU temperatures (they are totally normal). RAM Usage is Normal as well. Changed Power Plan to Maximum Power (Apparently FPS drops increased). Graphics Driver & Windows are fully Up-to-Date.

Its a Optiplex 755 Mini Tower
CPU: Core 2 Duo E8400 @3.0 GHz
Ram: 8 GB DDR2
SSD/HDD: ST3500418AS - hard drive - 500 GB - SATA 3Gb/s
GPU: Quadro K600
OS: Windows 10 x64

Given how this is a thread of troubleshooting nature, we're going to need more information. Please include your system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Case:
OS:

Include the version for the BIOS that's on your motherboard. Include the age of the PSU as well. By normal, please include the temps you're seeing and mention the ambient room air temps for relevance.

That's one old PC - with DDR2.
Can you tell us what it says on the power supply label?

Can you reset bios (switch off, remove button battery and wait 10 mins and put it back)
Then see if that has made any difference?

First of all, Thanks guys you tried to help.
Now, an update here;
I was about to do the process Steve told but as I tested my PC before that it was all fine again. I'm sure its some kind of a bug. This problem was gone previous time I changed Power Plan but it came back up on its own. I'm not sure what's causing this issue. I'm afraid that it will come back again. Moreover, last thing I changed in Power Plan was (in Advanced Power Plan Settings) I set Turn off Hard Disk after "20" mins to "9999" mins. I don't know what it did but it fixed the problem for now. I read that an on forum somewhere (Don't remember where exactly). This was happening to many people even with new PCs. Some people also mentioned that disabling LAN Card Driver also helped. Please Help me solve this issue. I need answers; What is causing this issue? Why doing that change in Power Plan helped? Is it a known bug or some thing like OS-Hardware Conflict?

I'm not an expert so I have no idea what's going on.

There could be lots of things that could be causing the problem. To find out which one(s) we need info and some checks done by you on your PC.
