Fps drops in all games

Hey guys im having a problem with my fps drops in all games. My specs are:
Asus strix z370-f
i7-8700
Asus strix 1060 6gb oc
8gb ram
Nzxt kraken x62
And corsair rm650i.

I built my pc on july 22nd 2018. Its a new one. The first month i had 300 fps on csgo(with fps_max300) but suddenly it dropped to 150-170 and its so laggy.

What i did after my fps drops:
-OC’d my gpu, gave me +20 fps still laggy
-clean pc dust
-defrag hdd

what else can i do???

Check/update drivers first and/or reinstall OS and games.
