Question FPS drops in cs

I have quite some problem with CS lately with sometimes lag spikes coming in and fps dropping below 60. I was running tests and it says my cpu usage is only 50% when playing the game... How could I increase cpu performance so as to increase my fps and possibly get rid of these spikes?

Of course, it has been constant issue of mine lately. Restarting doesn't help :/
