[SOLVED] Fps Drops in every game and bad performance in general 2080ti (see specs below)

Corsair Vengeance LPX DDR4 3200 C16 2x16GB
MSI MPG Z390 GAMING PLUS (MS-7B51)
Corsair 1000 PSU
Never posted on a site like this before so if anymore info is need let me know i will update it.
I have tried so many things so im looking for a bit of outside input greatly appreciated.

I'm not that experienced but maybe turning off in-game v-sync and enabling it instead in Nvidia's GPU software. This is the same fix followed for Halo MCC PC poor fps, look that up and go off of that for a fix.

most games are vsnyc off by default for me

Im playing league of legends torchlight 2 escape from tarkov (tarkov is in beta so i know its not optimized i would guess) hitman 2. It seems to be low fps and a big stutter now and again randomly

just plugged my 1060 6gb back in and not having any problems running better than a 2080 ti xtreme

Ensure you are using two dedicated 8 pin connectors to power the GPU. Those aftermarket 2080ti cards can pull north of 350W. A single cable with two connectors can handle 150W plus the 75W from the PCIE slot... You may be severely starving the card for power.
