FPS drops in games

Hi guys, I have some problems.
So, all games doesn't feel smooth although my fps is high( above 60). It feels like I have stutterings or laggs. Also fps drops in League of Legends(and i think in all games) when in fights there are a lot of particles and action. I tried V-sync because I have 60Hz monitor but the problem still persists.

These stutterings or laggs appeared after clearing my PC from dust(Took out GPU, RAM, HDD and cleared them individually) and reinstalling the OS(clear install).

I am desperate, if you can help me, please...

My PC:
CPU:Inter core i7-6700 3.4 GHz
Motherboard: ASUS B150-PLUS
Memory: 2 Kingston 8GB sticks DDR4
GPU: NVidia GeForce GTX 1060 6GB
Storage: HDD - 1TB Seagate, SSD 240GB (TS240GSSD220S )
Monitor: R241Y (1920x1080@60Hz)
Power Supply: ZM700-GV 700W
OS: Windows 10 Home 64-bit

I tried(I might have missed something):

  • ■ Cleaning my PC(if that counts)
    ■ Reinstalling Windows (from 8.1 to 10 if that counts)
    ■ Updating my GPU drivers, Deleting GeForce experience, totally deleting my GPU drivers and reinstalling them(I used some software I forgot).
    ■ Nvidia control panel > power management mode - maximum performance; Threaded optimization - On
    ■ Ran Malwarebytes - Nothing suspicious, actually didn't find anything.
    ■ Checked my Temps with MSI Afterburner and Rivatuner while gaming - CPU and GPU temps around 50-60 degrees celsius.

Is there a way I can check or see if my PSU is really giving out? Before this PSU I actualy had another one, around 450-500W but I had to change it because games crashed due to "power surge".

Uhm, I'm not really sure. I bought it shortly after I built this PC which is around 2 years. So I guess the current PSU is not older than 2 years.

It is really hard to diagnose these kind of issues, but I would try and buy a new PSU. If that doesn't work somehow, you can send it back if the seller accepts returns. But if a new PSU doesn't work I would try a new motherboard.

After that I have no clue since the CPU and GPU are performing normal.
