Question FPS drops in open world, high fps indoors in-game

Morrowind (But happens in most other games) High GPU Usage + High FPS indoors / LOW USGE LOW FPS INDOORS

Could you please list the specs to your build, like so:

CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: include version(not edition) if on Windows 10

BIOS version for your motherboard? GPU driver version? Age of the PSU (if it's been in service for a while)?
