Fps drops ingame

I have these strange fps drops that last a few seconds while in game.
I've been having them for about 6 months now, this week they stopped out of the blue , but came back today.
Could this be my CPU?

specs:
CPU AMD FX-8350
GPU GTX 1060 6GB
MOBO Asro 970 Extreme3 R2.0 970
RAM 16 GB
PSU Seasonic S12II-520 520W ATX2

extra 2 monitors

(i'm posting all these because i have no idea what could be wrong)

Sometimes when these drops happen my CPU indicates 100% load which led me to believe its a CPU problem but than again its strange it was suddenly gone for a week.

In this link is a video of what exactly happens, you can see the fps in the left bottom (it will turn red). I have tried switching between borderless and fullscreen to see if that solves it but i does not.

I have been to the pc shop with it before but ofc it works like a charm when they tested it.

1| Make sure your motherboard BIOS is up to date.
2| Uninstall and reinstall your GPU drivers. Even if you just updated them.
3| Are you seeing the issue across all games?
4| How old is your PSU?

I have the issue across all graphic heavy games, smaller games dont seem to give issues.
I will reinstall and update all software and dust my pc out.
As for how old the PSU is all parts are 1.5 years old.

Have tried them all still the same problem , PSU is also in good condition.
