Fps drops, is this normal?

Hey guys ive just built a new pc and this is the specs -

CPU-Intel - i5 4690k (40-60 Degrees)
GPU- R9 285 (40-50 Degrees)
Mobo- Asus z79-k (30~ Degrees)
RAM- 8GIG
PSU- Crossair 650w (80%bronze i think)

My problem is im getting major FPS with almost any games i play CSGO, Dirty Bomb, Witcher 3. At first im getiing like perfect fps for the first 5-10 mins, then after that it just stutters and becomes unplayable :(. My cpu using while playing games is very "unstable" and im just wondering if this is normal or weather i should look else were for a fix for my issue!

Nothing is overclocked, its all bog standard. Im like 99% sure all the drivers are up to date aswell. Is there a program to check weather the drivers are up to date? Its really frustrating me now :(

Use some programs like HW Monitor, CPUZ, GPUZ, etc and other programs to check every components and you may be able to solve what component is having issues.

Im not really sure what im looking for in these programs, but ive checked my drivers and everything is up to date. I send you some screen shots of the programs, hopefully you can make more scence out of them.

In the mean time get aida64 and go to monitor while stresstesting and see what the clockspeed and temperatures are and make sure it is not throttling.
A quick tip for aida64 is after you install it you can press the graph icon to stress test. After that ress start. Make sure the graph shows the cpu is on full use and the throttling is at 0% after a few minutes go to the Monitor tab and screenshot that.

Thanks so much for the help. I've ran the test for 20mins and everything looks fine to me, heres a screen shot - http://gyazo.com/303a04f79f0f2efe0015ced5c9eb617a.

So i assume with these results the CPU is fine?

Edit; The cpu core in CPU-Z goes up and down depending on what im doing, whilst i was testing with Aida64 it was at 3.5Ghz.
