FPS drops - Not overheating.

Hi everyone.

I need help to solve this. Two months ago my pc started to have fps drops from 180 to 30 every 30/40 seconds. This had happened to me in the past but I don't remember what I did to solve it since it was a year ago.

Games:
League of Legends (happens even in my own base)
CS:GO(same thing)
Aion(same thing)
Even minecraft.

I tried:

Checking the temperature: It was fine.
Updating drivers: They were fine
Testing if the drop happened on other games too:
Buying a new graphic card because the other one was really old.

PC Specs:

Ram: 12gb(one of 8 and another of 4)
Graphic Card:AMD Radeon R7 370 Series
Processor: AMD Phenom II X6 1055T
HDD: Main one(windows and system stuff): 120gb. Second one(this is where I have all my games, music and stuff) 1TB.
PSU: ERP700-SS Sentey

Software:

Windows 7, 64bits.

It can't be, it happens everywhere and at any given time. It's every game, for example: I recall to buy stuff in LoL and I get 30 fps. I'm playing csgo with the lowest settings besides resolution and I lag in the base while buying. This didn't happen before.
 
I don't play LoL but did you turn off HRTF headphones in CSGO? Is multicore rendering on? Many people with weaker systems are having problems with CSGO at the moment because they keep adding things to the game and haven't released an update to optimize all the new stuff in a while. Nuke and Inferno are a mess, the new directional sound is crippling weak CPUs, and every update seems to make performance worse for everyone. Just because it didn't happen before doesn't necessarily mean that you can fix something to make it work now, unfortunately. If reinstalling your OS doesn't fix it, it might be time to consider upgrading your CPU and motherboard.
 

I mean, it happened with minecraft too. LoL doesn't require that many fps, I had constantly 120(limited to 120). Also what is that HRTF headphones? Multicore rendering is On. I used to play csgo with 200 fps before this happened.

I don't think the drivers are the problem cuz it happened with the old version of them too. Also, sorry for my ignorance but what's DDU?
