As the title says, almost every game i play drops from 60 fps to maybe 11 or 12 fps for about 10 seconds. This really sucks and im not really sure how to fix it. Although, I think this happens because of overheating. A lot of threads say that may be the case but im not sure how hot HOT really is. I thought I had a pretty good cooling fan so maybe there's a way to increase it's performance or fix it or something. If not, then ill just go to water cooling because i've been wanting to do that for a while.

specs:

gtx 970
amd fx 8350 4.0 GHz
msi 970A-G43
12 Gb RAM

cooling fan: arctic freezer 13

the hottest ive seen it get with core temp is 70 C

Sounds like a good job for a case fan on the VRM's as either a down pushing top fan in a case with the PSU in the bottom. For a top mounted PSU case a side door fan may be a good position. Down pointing cooler are costly or not very good. The Cryorig C1 is the only one nealy as good as the H7 and its not cheap. The below chart shows H7, C1, C7, and Noctua NH-L9x65. As you can see only the Cryorig C1 does any good. Could possibly get the stock wraith off ebay is only possible good option.

Would you prefer this motherboard? I've been looking at it for a while. Research told me its pretty good.

I figured the motherboard may have also been the problem. I noticed the HEATSINK (only one) is small.

I would try to fix the problem using *this* motherboard first - I can't even remotely justify sinking another $180 into this platform.

It is throttling down to 1.4GHz but I'm not sure if thats due to the overheating. I'd have to get a better cpu cooler, i guess, in order to find out. The cryorig h7 looks ok. Thing is, if i wanted to get a better air colling cpu cooler, they'd only get bigger. i barely fit the cpu cooler i have now. There's ram interference. I'm not sure what to do.

The Cryorig line was designed to bend away from the DIMM slots. In the image below you can see the fan doesn't even get over to the DIMM slots.

Long as your case supports the high it should work. Also the H7 supports new cpu sockets so its an investment for the future.

I like the H7 but in this case it's a poor choice. Tower coolers do not let air flow over the VRMs. This wouldn't be a problem on a board with a beefier VRM phase and a good VRM heatsink but with a meager 4+1 uncooled VRM setup and a 125w cpu they are already going to be running hot without some airflow they will overheat and cause throttling. By getting a top down cooler it will cool the cpu and move air across the VRMs giving them some much needed moving air. A good top down cooler could possibly fix both possible causes of the throttling.
