[SOLVED] Fps drops on balanced mode

Hi, so I have this problem in practically every game but in shooters is even worse... I have this setup:

i5-8600k
Sapphire Pulse Vega 56
16GB DDR4 Vengeance @ 3000mhz
Gigabyte z390 Gaming X
Bitfenix formula 650w

I don't know what happens but when I play a game the clock speed of the CPU drops from 4100mhz to 3600mhz, 2800mhz, etc.. just for one or two seconds then it goes back to it's max speed, the problem is when this happens I notice a very annoying fps drop (like a micro sluttering) and I get forced to use the High Performance power plan to fix this, when using this plan everything seems to be okay but in Balanced Mode this problem happens everytime... Is there any way to fix this?

My temperature is good, CPU is 65º avg and GPU is 63º max... I reinstalled Windows again and it didnt work.

Solution
On balanced if you need balanced power savings so clocks don't drop too low depending on load. Stress testing puts way more load on cpus than most games.

Can go higher minimum state like 50% but yea if you want higher cpu clocks in games then force it with high performance mode.
