Question FPS Drops on ROTTR MAX SETTINGS?

Hello, I need some answers with my problem

Whenever I look into some detailed trees (mostly on forested areas) on ROTTR, my fps cuts down to around 40-50. I just upgraded my RAM from 1x8 2400 mhz and I say it was a huge impact on performance. GPU and CPU usage are not even maxed out when the problem happens. Resolution is 720p

Ryzen 5 2600 stock speeds
RX 5700 XT
2x8 16gb 3200mhz
520w SeaSonic s12II bronze PSU

TV monitor 720p 1920x1080 (24") @60hz (Yeah I know, I'll be getting my monitor soon)

cpu/gput temp and usage during the game?
ram/ssd/hdd usage during the game?

CPU is about 40% and GPU is around 50 - 70% of usage, GPU temps are around 70-80c (It is hot here in the Philippines)
Game uses 6GB of ram and I'm using an HDD which probably could sometimes go a 100% while gaming.

What is the cpu usage on each core? It only takes 1 or 2 cores at 100% to limit performance, all the time total cpu usage is much lower. At 720p you are going to be cpu limited long before you can max out a 5700XT.

There is one core (CPU8) that sometimes go 80% - 98% under stress but the others are just around 50-60 and sometimes 40.

Did I provide the correct info? Because I'm only a beginner at these things.

On AC odyssey, my average FPS is on 56 with High preset settings.

check the ram to make sure it running at 3200? and seeing 16GB?
